In Senegal, where religious leaders play a vital role in shaping community values, Sheikh Saliou Mbacke has emerged as a leading voice in the movement for reproductive health and rights.
As President and CEO of the Cadre des Religieux pour la Santé et le Développement (CRSD), Sheikh Mbacke leads an interfaith coalition that unites major Sufi orders, Islamic associations, and Christian churches, including Catholic and Lutheran communities.
CRSD, founded in 2014, works in close collaboration with Senegal’s Ministry of Health and Social Action to advance the country’s National Strategic Plan for Family Planning, with a particular focus on integrating faith-based messaging into public health outreach.
Sheikh Mbacke’s advocacy is grounded in religious principles that prioritize the sanctity of life. Drawing on teachings from the Quran, CRSD supports birth spacing as a religiously sanctioned practice—especially when it protects the health of women and children.
“Life is sacred. When the health of the mother and the child are threatened, something has to be done. Religion always gives priority to life,” said Sheikh Mbacke.
In partnership with midwives and health experts, they conduct community dialogues that pair scientific information with spiritual guidance—an approach that has not only increased awareness but also helped reduce stigma and foster acceptance.
“Many men believed that religion prohibits them from (accessing) family planning. Religious leaders convinced them through these religious arguments that religion is not against it,” Sheikh Mbacke said. “Many of these men became aware it is wrong to prevent women from (accessing) family planning.”
Under his leadership, CRSD focuses on including youth and adolescent health, addressing sensitive topics through culturally appropriate and values-aligned messaging. Recognizing the power of digital platforms, CRSD is engaging youth through social media, ensuring that messages of health, rights, and faith reach a new generation.
Sheikh Mbacke’s reach extends beyond national borders. As a member of FP2030’s Faith Working Group and the Faith Committee of the International Conference on Family Planning (ICFP), he has helped shape the global conversation around the intersection of faith and reproductive health.
His work reflects the essential role that faith leaders play in advancing reproductive health and rights. Through dialogue, partnership, and a deep commitment to both faith and community, he continues to champion inclusive approaches that improve health outcomes across Senegal and beyond.
